Buganda Land Board, an agency of the Kabaka of Buganda which was entrusted with managing that part of estate returned to the Kabaka has a challenging vacancy for aPhysical Planner. The Physical Planner will be in charge of the physical planning issues of Buganda Land Board, by assisting in the planning, assigning, directing,
and coordination of physical planning activities in the Land Management Department.
Job purpose
The Physical Planner reports to the Head Land Management
, and will specifically emphasize physical planning in all areas under Buganda Land Board’s jurisdiction with a view of optimizing the effectiveness of the land.
Core Tasks of the position
- To develop a mechanism where all Buganda Land Board surveys undergo successful planning appraisals/reviews by the various planning authorities to enable speedy deed plan processing.
- To ensure that the unit generates income through planning services to both Buganda Land Board and non Buganda Land Board’s clients.
- To produce an inventory of persons/firms who have undertaken planning on Kabaka’s land; in order to complete their process, update our inventory and regularize theirtenancy.
- To put in place a clear mechanism for monitoring the various developments on Kabaka’s land with a view to ensure compliance with land development covenants.
- To develop and have in place defined land use zones and detailed plans for sustainable utilization.
- To arrange for the preparation and implementation of spatial development plans to guide/stimulate development.
- To get an assessment of existing land (under- utilized) and none utilized for possible repossession/redevelopment.
- To contribute to the overall leadership, strategic planning and management of the Unit within Buganda Land Board.
- To ensure accurate and timely reporting of the various functions in the unit.
- To develop mechanisms for strengthening urban renewal process.
- To foster infrastructural growth and development.
- To review physical planning aspects in development proposals by investors.
- To develop mechanisms for monitoring and verifying that developments comply with lease user convenants.
Desired skills and behavior
- Mastery of G.I.S and MS Office software;
- Understanding of the legal foundation for land use regulation and physical planning in the country;
- Understanding of KCCA, town councils and other Urban authorities’ programs and processes;
- Demonstrated capability to build and maintain excellent relationships with high-ranking governmental department authorities, research/academic institutions, community or industry influencers and other third parties who may have significant influence on public policies;
- Excellent oral, written, presentation and interpersonal skills;
- Demonstrable effective team player spokesperson and advocate; with a strong record of being a great team player and collaborator with internal and external stakeholders with the ability to promote cooperation and facilitate problem resolution in a timely, creative and professional manner;
- Must possess a strong desire and necessary attributes to proactively advance land management policy positions through high impact external engagement in small and/or large group settings.
- Excellent organizational and leadership skills;
- Strong client service focus, business acumen and the ability to work efficiently, prioritize workflow, deal with ambiguity, meet demanding deadlines and manage multi-dimensional projects in a fast paced environment;
- Experience in and knowledge of the land and property industry;
- Ability to multi-task.
To qualify for this job, applicants should possess the following:
- At least a Bachelors degree in Physical Planning, Urban Planning, Regional Planning and/or its equivalent.
- At least 3 years’ professional experience as a Physical Planner or Urban Planner or any other relevant/ related work experience.
