Position: Food Resource
Manager
Reports to: Response Manager
Duty station: Adjumani
Purpose of the position: To provide
technical and direct management
oversight of the food aid program in
Adjumani and Arua to ensure quality
food programming, systems and
procedures and accountability within the
framework of World Vision and donor
standards and guidelines.
Major responsibilities
Management Supervision
· Provide overall guidance and
direction to the program team.
· Represent World Vision (WV) in the
Operations meetings with the donor
· Provide report/feedback to WV
management on the progress of West
Nile Food Program and to the donor.
· Ensure that all food distribution
and related activities are aligned to the
World Vision food resources manual and
donor requirements and guidelines.
· Ensure submission of reports
(narrative and invoices) are done on
timely manner
· Develop and implement staff
capacity building plan for the food aid
project staff to meet established
standards through on the job training,
workshops, conferences and any other
appropriate methods.
· Network and liaise with donors and
food programming stakeholders for the
acquisition of resources and to nurture
partnerships and represent the
organization in coordination meetings on
matters related to food aid
programming in West Nile region
Commodity Logistics and
Management
· Work with the donor logistics team
to develop a comprehensive operating
plan for the commodities management
including but not limited to receipts
and dispatch schedules; logistics
planning; preparingagreements related
to food commodities management etc.
· Put in place a mechanism for
monitoring receipts of food
commodities and ensure WV logistics
and warehouse staff are ready to receive
food at primary warehouse in Adjumani
and Arua;
· Ensure appropriate loss claims are
filed for shortages/damages realized.
· Maintain a comprehensive
commodity tracking system that ensures
all commodities in WV custody are
properly tracked and accounted for.
· Regularly conduct monitoring visits in
all commodity handling hubs to review
the stock availability/requirements;
monitor stock movements from the
warehouses in Adjumani / Arua to final
distribution points and ensure smooth
flow of commodities and distribution
process.
· Ensure implementation of cost savings
measures, and adherence to
procurement policies.
· Coordinate with Logistics Officer in
managing the WV owned vehicle fleet
ensuring the vehicles timely
maintenance and adherence to WVI
vehicle usage policies.
Reporting
· Coordinate with Design
Monitoring & Evaluation officers to
collect information pertaining to
program implementation.
· Prepare weekly and monthly
progress reports showing progress of
the project, challenges and lesson
learned.
· Prepare quarterly and annual
activity reports showing WV progress
towards targets and achievements for
the year; challenges, lesson learned and
success stories.
· Ensure all reports are submitted
to WVU technical teams, Food
Programming Management Group
(FPMG) and to the donor.
Knowledge, Skills and Abilities
· Bachelors Degree in Business
Administration, Economic Development,
Social Science or in other related field.
· Extensive exposure to food aid
programs management (minimum 5
years) preferably with international
experience.
· Adequate knowledge and
experience in food aid programs and
donors standards appropriate to the
management of the food programs.
· Knowledge of the Sphere
standards, Code of Conduct for Red
Cross/ Red crescent, Humanitarian
Accountability Partnerships (HAP) and
other international humanitarian
standards
· Extensive experience in
supervising staff and conducting
capacity building workshops.
· In depth working Knowledge of
computer software like Commodity
Tracking System (CTS), Excel etc
· Ability to effectively develop
rapport and relate to donors, NGOs,
counterparts, and government agencies
· Must be willing to travel and a
flexible approach to living conditions.

Position: Commodity Officer (2
positions)
Reports to: Food Resource Manager
Duty station: Adjumani and
Arua
Purpose of the position: To provide
technical and direct management
oversight of the food aid program at the
district level to ensure quality food
programming, systems and procedures
and accountability within the framework
of World Vision and the donor standards
and guidelines.
Major responsibilities:
Food Aid Programming
Provide management supervision
and oversight for the food aid
program and track food aid
programming budget and assets at
the district level.
Collaborate and coordinate with
other technical staff in areas of
food programming research, impact
learning, innovative programming
and partnerships as well as the
dissemination of major food
programming issues, new ideas and
trends, advocacy and the
optimization of food programming
for both relief and development
need in the in West Nile region.
Develop monitoring plan for all
food aid in the district and ensure
that regular and rigorous
monitoring takes place during
implementation. Track major trends
and findings and take action to
ensure project objectives are
accomplishments.
Supervision of field operation
Provide technical oversight through
periodic visits to monitor and
review all aspects of the food
programming and systems as well as
to provide appropriate feedback
and recommendations
Management of the entire process
of distribution planning, food
dispatch from the warehouse to the
Food Distribution Point(FDP) ,
receipt of food at the FDP,
distribution, returns and accounting
of losses.
Conduct un-scheduled and
scheduled field visit to observe
distribution and check compliance
with set standards.
Ensure that proper food handling
and accountability systems are in
place including the maintenance of
all required records, documentation
and installation and operation of
Commodity Tracking System (CTS) at
the district level.
Oversee CTS installation and
operationalization at the district
level and put in place proper
systems and schedules for review of
documents and reports with a view
to ensure compliance with World
Vision and donor standards and
guidelines.
Ensure beneficiary list tally with all
supporting documentation (Waybill,
Tracking Inspection Report (TIR),
Unloading tally sheet, Distribution
Centre Visit Report (DCVR) &
Certificate of food receipt and
distribution).
Commodity Reporting
· Prepare monthly and quarterly
narrative reports as per the agreed
scheduled with the Donor and National
Office.
Management of invoicing process
· Ensure all invoices plus
corresponding backups are submitted to
the field donor office in Gulu within the
agreed timeline.
Staff management
· Develop and implement a staff
capacity building plan on areas of
commodity management, food
distribution, and nutrition and hygiene
sensitization in order to meet
established standards through on the
job training, reflections and any other
appropriate and cost effective methods.
· Coordination and networking
· Organize staff meeting to discuss
project implementation as well as
challenges and success. ·
Participate in monthly management
meetings.· Participate in district
coordination meetings with donor and
other stakeholders.
Knowledge, Skills and Abilities
· A Bachelor’s degree in social
sciences or development.
· 3-5 years past experience,
preferable with a busy NGO or UN
agency, in food commodities handling
tracking and accounting.
· Prior experience with Commodity
Tracking System and or UN World Food
Programme (WFP) Compass system is an
added advantage.
· Knowledge of WFP regulations
pertaining to relief food commodities
tracking accounting and reporting.
Self starter, who can accomplish
the task with minimal or no
supervision. He/she should be able
to manage a team of staff as well as
cooperate with other units.
He/she must be keen on details and
well organized individual.

Position: Warehouse Officer (3
positions)
Reports to: Food Resource Manager
Duty station: Adjumani and
Arua
Purpose of the position: To ensure
proper and safe custody (storage) of all
food and non-food commodities
entrusted to the care of WV by the
donor and documentation of commodity
transactions in the warehouse in
compliance with FPMG and donor
guidelines.
Major Responsibilities:
Commodity Management
· Ensure that all commodities
arriving at the warehouse and leaving
the warehouse are properly accounted
for.
· Supervise loading and off-loading
of the commodities; make sure it is
properly undertaken.
· Maintain good warehousing
standards.
· Keep daily records of warehouse
movement (commodities received and
dispatched including the destinations).
· Ensure commodities shall never
leave the warehouse without prior
approval of the Food Resource Manager
or his/her designee.
· Ensure loading of Commodities
shall only take place after receiving a
loading authorization from the Food
Resource Manager or his/her designee.
· Ensure all commodities that leave
the warehouse are accompanied by a
waybill or a delivery note.
Warehouse management
· Ensure warehouse is clean, dry
and free from rodents/pests.
· Ensure the warehouse has
adequate equipments and supplies.
· Ensure that a warehouse layout
and floor plan are in place and being
followed.
· Ensure correct procedures for
determining unfit commodities is
followed.
Capacity building of warehouse staff
· Work with the Commodity Officer
to provide training on warehouse
management and control and
documentation for the warehouse and
field staff at district level.
Supervision of warehouse staff
· Supervise the Warehouse Tally
Clerks working in the respective
warehouse.
· Supervise the Warehouse Guards
working in the respective warehouse.
· Supervise the truck drivers in the
process of loading and offloading
commodities
Reporting
· Timely submission of warehouse
reports
· Prepare monthly Commodity
Receipt Summary, Truck Inspection
Reports, Dispatch summary, Loss Status
Reports and Physical Inventory Reports
at the end of every month.
Knowledge and skills:
Bachelor Degree in stores management,
procurement, business administration or
related disciplines from a recognized
University
· Knowledge of warehousing,
transport, shipping and practical freight
forwarding.
· Three years experience preferable
with a busy NOG or UN agency, in food
commodities handling tracking and
accounting.
· Prior experience with WV CTS
system and or UN WFP Compass system
is an added advantage.
· Knowledge of WFP regulations
pertaining to relief food commodities
tracking accounting and reporting.
This position requires a person who
is self starter, who can accomplish
the task with minimal or no
supervision. He/she should be able
to manage a team of staff as well as
